Development of Gaillimh le Gaeilge’ s Strategy 2026–2028
Introduction
Gaillimh le Gaeilge invites proposals from suitably qualified consultants/organisations to prepare a new three-year strategy for the period 2026–2028.
We are a bilingual organisation and operate primarily through the medium of Irish. While a service provided through Irish will be an advantage, applications in English are also welcome.
The successful applicant will work closely with Gaillimh le Gaeilge’s Board, staff, and stakeholders to ensure that the strategy is ambitious, realistic, and aligned with our mission of promoting and strengthening the Irish language in Galway.
Scope of Work
The consultant/organisation will:
- Review the current strategy (2023–2025) and assess its outcomes, successes, and challenges.
- Conduct stakeholder consultation (Board, staff, funders, partners, Irish language community, business community, and wider public where appropriate).
- Analyse relevant policy context (national language policy, local authority, tourism and other relevant strategies, EU programmes, etc.).
- Identify strategic priorities and opportunities for Gaillimh le Gaeilge for 2026–2028
- to ensure that the Irish language is a central and defining feature of Galway’s future, embedded in the city’s identity
- while also shaping the future direction of Gaillimh le Gaeilge as an organisation.
- Develop measurable objectives, key performance indicators (KPIs), and an implementation framework.
- Produce a final written strategy document in both Irish and English (translation costs to be clarified in the proposal).
Deliverables
- Inception Report outlining methodology and timeline (by Dec 2025).
- Interim Report including findings from review and consultations (by March 2026).
- Draft Strategy for discussion with the Board (by June 2026).
- Final Strategy Document (by October 2026).
Budget
The maximum available budget for this work is €25,000 (including VAT and expenses).
Timeline
- Contract commencement: November 2025
- Completion date: October 2026
Proposal Requirements
Interested parties should submit a proposal including:
- Organisation/consultant profile and relevant experience. (at least 5 years)
- Knowledge of Irish language /Gaeltacht / language planning
- Familiarity with Galway / county area and networks
- Proposed methodology and approach.
- Work plan and indicative timeline.
- Budget breakdown (including VAT, expenses, and translation if applicable).
- Names and CVs of key personnel.
- Examples (3) of similar strategy development work undertaken.
- Two referees.
Evaluation Criteria
Proposals will be assessed based on the following:
- Understanding of the brief (20%)
- Relevant experience and track record (25%)
- Quality and feasibility of proposed methodology (25%)
- Cost and value for money (20%)
- Capacity to deliver within timeframe (10%)
